Appointments of Deputy CEO and Chief People Officer

New Deputy CEO: Bruce Macgregor


I am pleased to announce the appointment of Bruce Macgregor to the role of Deputy CEO this fall. Bruce brings over 16 years of experience as the Chief Administrative Officer for the Regional Municipality of York and its thriving community of 1.2 million residents immediately north of Steeles Avenue. He is a long-time resident of the city of Toronto and lives with his family in Don Mills.

In his York Region role, Bruce reported to a Council of 22 members while overseeing the delivery of 15 core services (transit, roads, water, public health, social services, children’s services, community housing, courts, paramedics, police, long-term care, waste management, forestry, development services and economic development).

Bruce has worked with the TTC previously serving on the Executive Task Force for the Toronto-York Spadina Subway Extension and had oversight responsibilities for York Region Transit’s contracting of TTC bus services.

Most recently, Bruce was one of the contributors to a book entitled The Role of Canadian City Managers – In Their Own Words. The book is a first of its kind and is being hailed as a foundational resource for aspiring City Managers. His proudest accomplishments are in fostering a culture of continuous improvement and excellence in public service. He is known for his collaborative skills and solution-based orientation.

While Bruce will not be joining the TTC until this fall he wanted employees to know: “I believe the TTC is a proud organization with 16,000 people whose prime objective is moving people in Toronto reliably, safely and expeditiously. It has an impressive history and many generations of TTC employees have built and maintained Canada’s pre-eminent transit service. I look forward to joining the high-calibre team of executives as we take on the challenges of sustaining and expanding services across Toronto.”

New Chief People Officer: Shakira Naraine


I am pleased to announce the appointment of Shakira Naraine. Shakira brings over 20 years of experience working in the Human Resource sector, most recently as the Director General, Talent Lifecycle Sector, Human Resources in the Federal Government. She is a long-time resident of the city of Toronto and lives with her family in Scarborough.

In her role as Director General, Shakira successfully launched the departmental sponsorship program L.E.A.D. targeting members of unrepresented employee equity groups to maximize potential career advancement into the executive cadre and was nominated for the Public Services and Procurement (PSPC) Award of Excellence in 2022. She also redesigned PSPC Awards of Excellence to both virtual and hybrid formats in 2021 and 2022.

Shakira is a strong leader who guided a team of 150 Human Resource (HR) professionals and administrative staff providing corporate and operational HR services to a client base of 19,000 federal employees. She led and maintained sector operations at the departmental Centre of Expertise (COE) and was a key partner to senior management on executive and non-executive staffing, corporate recruitment strategies and staffing oversight, executive and non-executive performance, career management, performance pay for executives and feeder groups, and onboarding. She managed the overall provision of learning and talent management, and has significant experience in the oversight of labour relations as well.

While Shakira will not be joining the TTC until mid-August, she wanted employees to know: “I’m thrilled to be working at such an iconic organization. I’ve heard nothing but great things about the people that work here and I can’t wait to meet my colleagues as well.”
