Announcement – TTC Chief Strategy and Customer Experience Officer

I am very pleased to advise you that after a comprehensive search assisted by the BIPOC executive search firm, we have confirmed an exceptional candidate as our incoming Chief Strategy and Customer Experience Officer.

Josh Colle will be joining the TTC in that capacity. Josh is no stranger to the TTC and the City of Toronto, and I am certain his extensive experience here and with many other large transit agencies will help us serve you and our customers even better. He will start with us on Monday, July 15. His bio is below.

I want to also acknowledge the extraordinary efforts of both Wendy Reuter and Angela Gibson for taking turns acting in this role over the past year.

I will formally introduce Josh to the Board at the upcoming June 20 meeting, and he will start with us on Monday, July 15.

Josh Colle

Josh Colle has over 20 years of experience in the transport and municipal sectors, with extensive strategy, stakeholder relations, communications, customer, and transit experience.

As a partner for the last five-plus years, he led EY Canada’s national transit practice and worked with transit systems and municipalities across North America to help them improve service delivery, find efficiencies, design operating models, and restructure organizations.

This experience included working in New York, Washington, Boston, Vancouver, Calgary, Edmonton, Montreal, and other cities to support transit providers in developing fare policy, fare and service integration frameworks, strategies for increasing revenue, strategic plans, and new conventional and specialized service delivery models.

With his deep public transit experience, Josh has become a trusted source on mobility and transit issues and has spoken at conferences across North America and has served as the Vice Chair Integrated Mobility for the Canadian Urban Transit Association. He is also a member of the CUTA Board of Directors and Executive Committee.

Prior to his most recent role at EY, Josh served for eight years as a Toronto City Councillor where he developed a keen understanding of municipal services and programs in the City of Toronto and its unique service delivery needs and fiscal constraints. His two terms as a Councillor also included sitting for six years on the Board of the TTC, including four years as Chair. His service on the Board provided direct line of sight into the opportunities and challenges faced by the TTC and its customers and employees.

Josh’s public and private sector experience has also included executive roles in an infrastructure and energy consulting firm as well as at Toronto Pearson International Airport. Josh and his family are lifelong Toronto residents and TTC riders.
