Message from the Executives
Office of the Chief Executive
On April 4, the TTC achieved a major milestone when we welcomed our 34 billionth rider since beginning operations in 1921, when the TTC carried 62 million riders in its first year.
This is an incredible accomplishment—made possible by the hard work, skill and professionalism of our workforce, who keep Toronto moving every day.
We reached the 33-billion mark in October 2022, meaning it took just 30 months to welcome another billion riders—a clear sign that ridership is rebounding and public confidence is the TTC is growing.
The TTC has experienced annual ridership increases for the last three years. With strong support from Mayor Chow, Chair Myers, and the TTC Board, we’re working harder than ever to improve service levels, thanks to the historic investments being made across the bus, subway, and streetcar network. Last year, we carried 419.8 million customers.
Modernizing TTC’s complaints process
The TTC is modernizing its process for receiving and investigating complaints as part of a broader transformation of the Human Rights and Investigations Department.
The Fare Inspector and Special Constable Complaints (FISCC) Office has been restructured and renamed the Transit Enforcement Complaints Office (TECO), which investigates complaints related to Fare Inspectors and Special Constables. This work follows recommendations from the Toronto Ombudsman and aligns with legislative requirements under the Community Safety and Policing Act.
The TTC has also introduced a new CEO Misconduct Complaints Policy to address a gap in the process and ensure fair, timely, and confidential handling of allegations involving the TTC’s Chief Executive. Both the TECO and CEO Misconduct Policy reflect a system that protects people, addresses complaints and outcomes, and promotes respect, fairness, and accountability at all levels of the organization.
Upcoming Board meeting
The next scheduled TTC Board meeting is Wednesday, April 16, and will be the first for new citizen Commissioner Joe Mihevc. Staff reports before the Board will include the TTC Asset Management Policy 2025, Extreme Precipitation Planning, and the TTC Special Constable Service 2024 Annual Report. The meeting will be live-streamed on the Official TTC YouTube Channel starting at 10 a.m.
