Last week, we launched a new pilot initiative aimed at improving safety and comfort in TTC stations and subway vehicles. As we head into the colder months, we anticipate increased use of our facilities. In response, we’re taking a co-ordinated approach to address fare evasion, panhandling, and loitering.
I want to emphasize that this initiative is not about exclusion. It’s about creating stations and vehicles that are safe, respectful, and welcoming for everyone – customers and employees alike. We recognize that many of the individuals we encounter are experiencing crisis, and our approach must balance clarity of purpose with compassion in practice.
I want to thank our Special Constables and frontline teams for the professionalism and empathy they bring to this work. The Use of Discretion policy remains central to our approach. Officers are empowered to assess each situation individually, balancing enforcement with fairness. Whether it’s offering a referral to support services, issuing a warning, or taking further action, their judgment is key to maintaining trust and dignity in every interaction.
This pilot is part of a broader commitment to visible leadership and community safety. We are reinforcing expectations across the system while recognizing the human realities behind the behaviours we’re addressing. Our goal is not only to uphold TTC standards, but also to contribute meaningfully to our city’s well-being.
Today, I’ll be speaking at the Annual Public Forum on Accessible Transit, which is a vital opportunity to hear directly from our customers about what’s working and where we need to improve. I’ll be joined by ACAT Chair Betty Rivington-Law, and many passionate advocates who help shape our journey toward a barrier-free transit system.
I’ve had the privilege of meeting Wheel-Trans customers, whose stories remind us why accessibility matters. Wheel-Trans is a lifeline for thousands, and we must continue building a service that people not only rely on, but choose to use.
Thank you for your dedication. Whether you’re supporting safety, delivering service, or listening to our community, your work makes a difference. Together, we’re building a transit system that is reliable, compassionate, inclusive, and safe.
