Message from the Executives
Office of the Chief Executive
As we begin October, I would like to take a moment to acknowledge two significant observances: Women’s History Month and Cybersecurity Awareness Month. These themes speak directly to our values at the TTC.
Women’s History Month is a time to honour the trailblazers who have shaped our organization and our City, and to reflect on the work still ahead to ensure equity and opportunity for all. I’m proud of the strides we’ve made and committed to continuing that progress.
Cybersecurity Awareness Month reminds us that safety isn’t just physical, it’s digital too. With the TTC’s growing reliance on technology, every employee plays a role in protecting our systems and customer data. I encourage you to participate in the awareness activities planned for this month and stay informed about best practices.
I also want to acknowledge the temporary pause on non-union hiring, announced last week. This is part of our 2026 budget planning, where we face a significant base pressure of $232 million. To reduce this to $91 million, we must find approximately $141 million in savings. These steps are difficult but necessary. I appreciate your understanding and patience as we work through this together.
Earlier this week, a fire on a subway workcar near Bloor-Yonge caused a major service disruption. This was followed by a late handback involving a milling vehicle — not operated by the TTC — which nonetheless had a significant impact on our customers.
I’ve requested a comprehensive review of this incident and our inspection protocols, along with recommendations to enhance our approach moving forward, which we all need to be very mindful of. I also, with the same breath, would like to extend my sincere thanks to the TTC crews who responded quickly and professionally to restore service, and to our station staff who managed the heavy crowds and kept our customers informed throughout the morning. Your efforts ensured safety and minimized disruption under challenging circumstances.
Finally, I want to thank all employees supporting Nuit Blanche this weekend. This overnight celebration of art and culture is a highlight of the city’s calendar, and the TTC plays a vital role in making it accessible. Your dedication ensures thousands of Torontonians can enjoy this event safely and seamlessly.
With gratitude and resolve,
Mandeep S. Lali
