Strengthening protections for transit workers: Bill C‑14 progress

Your safety always comes first, especially on the job. After years of advocacy, we’ve secured meaningful progress: The Criminal Code has been amended (through Bill C-14) to protect not just Operators, but all public transit workers in the performance of their duties.

On June 15, 2026, Bill C-14 received Royal Assent. This legislation strengthens how assaults are treated under the Criminal Code by recognizing the real risks you face every day. Whether you operate vehicles, maintain infrastructure, clean stations, enforce fares, provide customer service, or protect our riders, Bill C 14 sends a clear message: violence against transit workers is not “part of the job” and it will not be tolerated.

We all want the TTC to be a place where everyone feels safe, respected, and protected – whether you’re operating the system or passing through as a customer. This update moves us in that direction. Our employees serve Toronto with professionalism and courage, and they deserve safety and respect every single day. Because even one assault is one too many.

This progress reflects years of sustained advocacy by the TTC, ATU Local 113 and its members, alongside a strong, consistent partnership and national support from ATU Canada and the Canadian Urban Transit Association. Your voices and lived experiences have been central to driving this change.

This is what One TTC looks like: employees, leadership, and partners working together with a shared purpose to deliver meaningful change. World-class transit starts with a safe workplace.

We will continue to work closely with law enforcement, unions, and community partners to pursue charges, support prosecution, advocate for stricter sentencing, and invest in prevention. We will also continue advancing broader safety and security measures across the system to better support you every day.
