The TTC remains committed to a fair and financially sustainable agreement that recognizes the important, highly skilled work performed by CUPE Local 2 members, while also reflecting the TTC’s responsibility to manage public resources and deliver reliable transit service for Toronto.
Discussions remain ongoing, and there is no current impact on TTC service.
Negotiations continue
Since the last update earlier this month, the TTC and CUPE Local 2 have continued discussions at the bargaining table. Some progress has been made; however, a number of monetary items remain unresolved.
Most recently, the Union tabled a revised monetary proposal. While this reflected some movement, the TTC continues to believe there remains a significant gap between the parties’ respective positions. The TTC’s view remains that any agreement must be fair to employees and financially sustainable for the organization and the public it serves.
The TTC recognizes the important and highly skilled, safety critical work performed by CUPE Local 2 members. At the same time, the Commission has a responsibility to manage public resources responsibly and protect long term service reliability for customers and communities across Toronto.
The TTC remains at the table and is prepared to continue negotiating with the goal of reaching a fair and financially sustainable agreement.
Preparedness and employee guidance
While negotiations continue, the TTC is planning responsibly for all scenarios. This includes maintaining operational readiness and protecting service continuity for major upcoming commitments, including FIFA World Cup 2026™ planning and preparedness.
Planning responsibly does not change the TTC’s focus on reaching a negotiated agreement.
As the May 16 legal milestone approaches, employees should expect more frequent updates this week to ensure information remains timely and consistent.
If a labour disruption were to occur:
• Hybrid employees not required on site will be directed to work remotely.
• Employees required on site will receive picket line crossing guidance in advance to support safe access to TTC workplaces.
Next steps
• Continue relying on official TTC channels for confirmed updates.
• Avoid speculation or sharing unconfirmed information.
• Direct customer or external inquiries to approved materials.
